Jayapura – Javanewsonline.co.id | Manajemen Komisi Penanggulangan AIDS (KPA) Provinsi Papua terpuruk dalam ketidaksepakatan internal, mengundang tuntutan untuk restrukturisasi kepemimpinan. Keributan besar yang terjadi di Kantor Sekretariat KPA Provinsi Papua pada Jumat (22/12) menyoroti permasalahan hak staf dan publikasi acara Hari AIDS Se-Dunia (HAS) 2023.
Ketidaksetujuan terkait pembayaran hak staf KPA terkait publikasi acara HAS 2023 menjadi pemicu utama keributan ini. Meskipun sudah diperintahkan oleh Ketua KPA, pembayaran ini dihentikan oleh bendahara dengan alasan-alasan yang beragam, atas intervensi Sekretaris KPA, IBK S.
Panji Agung Mangkunegoro, staf KPA Papua bidang Advokasi, yang bertanggung jawab mengkoordinir jurnalis meliput rangkaian kegiatan, menyatakan ketidakpuasannya dan mengembalikan dana yang telah diterima oleh wartawan kepada Sekretaris KPA Papua, IBK S “Ini seharusnya kerja sama. Walaupun hanya disampaikan secara lisan, teman-teman wartawan telah berdedikasi untuk mempublikasikan seluruh kegiatan dari KPA Papua. Mengapa hak staf KPA ditahan oleh Sekretaris KPA?” tanya Panji setelah mengembalikan uang tunai.
Panji menyoroti kinerja Sekretaris IBK S yang dianggapnya merugikan roda organisasi KPA Papua. Dia menunjukkan bahwa proses administratif, termasuk penyusunan surat-surat resmi untuk kegiatan KPA Papua, tidak dapat diandalkan oleh Sekretaris.
“Bukan hanya untuk kegiatan HAS kemarin, tetapi juga kegiatan lainnya. Surat atau undangan yang seharusnya dibuat oleh Sekretaris tidak dapat dia lakukan. Sehingga, saya sendiri terpaksa menghubungi kepala daerah melalui telepon dan WhatsApp untuk menghadiri kegiatan KPA,” ungkapnya.
Panji menambahkan bahwa tidak hanya honorarium wartawan yang belum dibayarkan, tetapi juga staf dan ODHA yang turut serta dalam mensukseskan HAS 2023 belum menerima pembayaran, sesuai dengan perintah Sekretaris KPA.
“Kami sangat menyesal karena teman-teman staf di sini hingga hari ini belum menerima pembayaran. Ini sudah H-2 perayaan Natal dan mereka semua Nasrani. Jangan sampai masalah ini hanya karena kepentingan Sekretaris sehingga teman-teman ini tidak dibayar,” tegas Panji.
Panji juga berharap agar Sekretaris KPA Provinsi Papua dapat mengundurkan diri dari jabatannya. “Secepatnya dia harus mengundurkan diri. KPA ini adalah lembaga sosial, bukan lembaga yang dibentuk untuk memperkaya diri sendiri atau kelompok tertentu,” pintanya.
Mengenai kronologi peristiwa, Panji menjelaskan bahwa perintah pembayaran hak staf KPA telah dikeluarkan oleh Ketua KPA Papua sejak tanggal 1 Desember, termasuk biaya untuk tiga wartawan media. Namun, Sekretaris KPA menghentikan pembayaran dengan berbagai alasan, yang menyulut emosi Panji.
“Saat itu, sudah dianggarkan setiap staf KPA diberi honor tambahan sebesar 2.400.000, namun Sekretaris KPA berdalih jumlah tersebut kurang dan seharusnya 7 juta,” cerita Panji.
Panji menegaskan bahwa sebagai staf biasa, mereka tidak mengetahui permasalahan tersebut dan mengharapkan agar mereka tidak dilibatkan dalam konflik kepentingan antara Sekretaris KPA dan bendahara yang ingin membayar semua hak tersebut.
Ketika malam tiba, Panji mengungkapkan kemarahannya karena salah satu wartawan dilarang oleh Sekretaris KPA dan haknya dipotong. Meskipun mencoba memukul Sekretaris KPA, tindakan tersebut berhasil dicegah oleh bendahara KPA Papua.
Panji mengecam intervensi Sekretaris KPA dalam pekerjaan bendahara KPA Papua dan perlawanan terhadap perintah Ketua Harian KPA Papua, Dr. Anton Mote. Sebagai bentuk ekspresi emosinya terhadap intervensi yang sering terjadi, Panji merusak perabotan di kantor KPA.
Pada saat itulah, Panji melemparkan uang media senilai 10 juta ke wajah Sekretaris KPA Papua sambil menuntut penggantian Sekretaris. Hingga berita ini ditulis, Ketua KPA Provinsi Papua, Dr. Anto Tony Mote, belum memberikan tanggapan terkait keributan tersebut, bahkan menolak dua kali panggilan telepon. (Pam)
